MUSCAT: The Ministry of Health has outlined the medical screening and certification procedures for people planning to marry outside Oman, whether their prospective spouse is Omani or a foreign national.
The ministry said both parties must undergo premarital medical screening before concluding the marriage contract, in accordance with Royal Decree 111/2025 and the procedures prescribed by the ministry. The requirement applies whether the screening takes place in Oman or abroad.
Anyone undergoing screening outside Oman must complete all laboratory tests specified by the ministry for hereditary blood disorders and infectious diseases at an accredited healthcare institution in the country concerned.
The results must be attested by the institution that conducted the tests, the competent health authority in that country and Oman’s Ministry of Foreign Affairs.
To obtain a premarital screening certificate, applicants must then visit a government healthcare institution approved by the Ministry of Health in Oman. The institution will verify and document the results and provide premarital medical counselling.
The ministry said these arrangements will remain in place until the premarital screening service is activated on the electronic health platform.
It also published a list of 40 approved government healthcare institutions across all 11 governorates where laboratory results issued abroad can be verified and documented.
In Muscat, the designated facilities are Al Seeb, Al Hail, Al Wadi Al Kabir, Muttrah, Bausher and Al Hajir health centres.
Other designated facilities include the health complexes in Suhar, Liwa, Saham, Al Khabourah and Al Suwaiq in North Al Batinah; Al Rustaq and Barka health complexes in South Al Batinah; and Sur and Jalan health complexes in South Al Sharqiyah.
The list also includes Ibri Health Complex and Yanqul Local Hospital in Al Dhahirah; Khasab Health Complex, Dibba Hospital and Madha Health Centre in Musandam; Al Buraimi Health Complex; Duqm Hospital; and designated facilities in Al Dakhiliyah, North Al Sharqiyah and Dhofar.
